So by someone's request on OldGamesDownload.com i took upon myself to look for this game and since everyone's having a hard time launching it I searched for a way and found some nice Chinese Text saying that it's either system patch KB3086255 fault (can't confirm if it's faulty or not since I don't have it installed) and you have to uninstall it, or you can change the registry on HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicessecdrv 'Start' to 2 then reboot and you should be able to launch it (confirmed).
